The curriculum-based measure of "oral reading fluency" (ORF) does not measure the complex, multifaceted skill of reading fluency. It is better understood to be a measure of automaticity (accuracy + rate) --a major component of fluency. Although ORF does not assess fluency, these scores can provide reliable, valid and valuable information that help us make important decisions about our students, quickly and efficiently."
